The General Tax Authority (GTA) announced the commencement of the implementation of Chapter Seven (bis) of the Income Tax Law, issued by Law No. (24) of 2018 and its amendments, which sets out the regulations for the application of the Global and Domestic Minimum Tax, thereby reinforcing the principles of transparency and fairness in the tax system.

In a statement issued today, the Authority explained that this decision comes within the framework of implementing Pillar Two of the global initiative led by the Organisation for Economic Co-operation and Development (OECD) and the Group of Twenty (G20) to address tax challenges arising from the digitalization of the economy, commonly known as the Global Minimum Tax agreement.

This global initiative aims to impose an effective minimum tax rate of 15 percent on the profits of multinational enterprises with foreign operations, provided that their revenues exceed €750 million or its equivalent. It represents the implementation of the latest amendment to the Income Tax Law and introduces two key modern tax policy rules: the Global Minimum Tax (Income Inclusion Rule) and the Domestic Minimum Tax (Qualified Domestic Minimum Top-up Tax).

The Authority noted that this step reflects the State of Qatar’s efforts to align with international initiatives to ensure that multinational enterprises contribute their fair share of taxes globally.

It further emphasized that the decision underscores Qatar’s leading role in supporting the OECD/G20 Inclusive Framework on Base Erosion and Profit Shifting (BEPS), as well as in safeguarding the national tax base from profit shifting to low-tax jurisdictions or the loss of domestic tax revenues to other countries.

The General Tax Authority also affirmed that this direction reflects Qatar’s commitment to compliance with international best practices in taxation, enhancing its position as a reliable and transparent economic and financial hub on the global stage.

The Authority will issue the necessary guidance and implementing decisions in the coming period to clarify the application mechanisms in accordance with Pillar Two standards, including the Global Anti-Base Erosion (GloBE) rules.

The Authority indicated that this decision represents a strategic step toward maintaining a balance between attracting foreign direct investment and preserving tax sovereignty and fiscal fairness within the State.
