Doha, March 23 (QNA) – Mr. Mohammed bin Faleh Al-Hajri, Acting Director General of the Civil Aviation Authority, affirmed that the situation in Qatar’s civil aviation sector is under full operational control and is being managed according to the highest standards of safety and efficiency, despite the challenges posed by recent regional developments.
In an exclusive interview with Qatar News Agency (QNA), Al-Hajri stated that the response to regional developments followed a gradual, risk-based approach, leading to a partial resumption of operations through precautionary air routes and limited operational capacity, in full coordination with the armed forces. This reflects the country’s commitment to balancing the continuity of vital operations with aviation safety, while benefiting from previous crisis management experience.
He explained that the Iranian aggression had a direct and tangible impact on the regional airspace environment, including Qatari airspace, where risk levels rose to unprecedented levels. These risks stemmed from complex aerial threats such as drones and missiles, as well as debris resulting from air defense interception operations, which may pose direct or indirect threats to civil aviation. Additional operational risks included misidentification of aircraft and interference with restricted or hazardous areas.
He noted that Qatari airspace was treated as a highly sensitive operational environment. As a result, a precautionary closure of the airspace was implemented at the beginning of the crisis, followed by a partial reopening on March 7, with strict precautionary measures ensuring that air operations were conducted only within approved air corridors under close monitoring and full coordination with relevant national authorities.
This phase included operating a limited number of flights dedicated to evacuating stranded passengers, in addition to cargo flights, while allowing a gradual increase in civil aviation traffic to ensure the continued provision of essential air services.
Al-Hajri added that the Civil Aviation Authority and Qatar Airways, in coordination with various national entities, implemented an integrated set of measures to secure travel for stranded passengers and operate air cargo flights to ensure supply chain continuity and the availability of essential goods, while maintaining operational efficiency and safety.
He emphasized that the civil aviation sector in Qatar remains under full operational control, with air traffic currently managed under strict regulations, limited capacities, and predefined routes, reflecting a risk-management approach where operational safety remains the top priority. All operational decisions, he stressed, are based on carefully studied professional standards.
He further highlighted that since the beginning of the crisis, the authority has faced multiple challenges across various areas. In air navigation, key challenges included managing the sudden airspace closure, handling aircraft in surrounding airspace, ensuring the continuity of vital services such as evacuation and cargo flights, managing a rapidly changing and highly sensitive security environment, and maintaining operational, technical, and human readiness around the clock. These challenges were addressed by leveraging accumulated expertise and previous crisis management experience, contributing to swift and effective responses.
In terms of aviation safety, a proactive approach was adopted to ensure the safety and continuity of air services. This included reviewing emergency plans for operators, issuing procedures to regulate air traffic during emergencies, increasing reliance on external maintenance companies, and approving external maintenance stations affiliated with Qatar Airways in several global cities to support aircraft located خارج the country, totaling 188 aircraft.
He also noted that field measures were implemented at the airport, including relocating aircraft to safe areas, repositioning firefighting vehicles, suspending construction on the eastern runway, and issuing emergency planning notices to guide staff and passengers to safe areas داخل the terminal when necessary.
Regarding aviation security, Al-Hajri stated that the authority enhanced security measures by activating 24/7 communication channels, increasing inspections and patrols, and addressing potential risks such as falling debris. It also shared a regional regulatory document with the International Civil Aviation Organization (ICAO) and neighboring countries on managing airport security during conflicts, in addition to monitoring and analyzing information from civil aviation authorities in neighboring countries and international organizations to assess risks and issue necessary guidance.
He added that in firefighting and rescue operations, emergency plans were activated to ensure continuous presence in the airport’s security operations room, guaranteeing immediate response to any incident.
He explained that risk management follows an integrated institutional methodology based on continuous assessment and clear mitigation measures. These include defining approved air corridors under strict monitoring, continuous coordination between civil and military entities, implementing prior approvals for each flight, strengthening fuel planning and identifying alternative airports, providing special briefings to flight crews, and applying exceptional operational procedures.
He pointed out that securing Qatari airspace relies on a multi-layered system that includes advanced radar systems, continuous airspace coverage, real-time tracking of all flights, precise aircraft separation standards, direct coordination with military entities, linkage with joint operations centers, and prior sharing of flight plans, forming a comprehensive system that ensures the highest levels of security and safety.
He confirmed that emergency plans have been activated across all civil aviation sectors. In aviation security, emergency contact points were activated around the clock, evacuation plans implemented, entry points to airport facilities reduced, and staff numbers minimized to avoid operational disruption. In aviation safety, approved plans were applied to ensure the continuity of vital operations and enhance coordination among relevant entities.
He added that guidance material for the airspace emergency management plan was issued, outlining coordination and notification mechanisms among concerned entities and the crisis management cell, along with an aeronautical circular on air navigation emergency procedures to enhance readiness in managing air traffic during emergencies within the Doha Flight Information Region.
In air navigation, emergency operational plans were immediately activated, including real-time air traffic management, flight diversions when necessary, limited operations through precautionary air corridors, prior approvals for each flight, traffic organization through specific operational windows, strengthened fuel planning and alternative airports, and activation of direct communication channels among relevant entities.
He stressed that Qatar’s air traffic monitoring system operates at a high level of readiness and professionalism, featuring comprehensive airspace coverage, precise real-time tracking of all flights, improved aircraft separation procedures, readiness of human resources to operate under high pressure, and direct integration with military entities—contributing to efficient situation management.
He noted that the authority regularly conducts drills and simulations for emergency scenarios ضمن the safety management system and national emergency plans, including partial or full airspace closure, communication failures, operations under security or military constraints, and civil-military coordination, with continuous efforts to derive lessons learned and improve these exercises.
He added that in aviation security, drills are conducted as part of airport emergency plans, with procedures documented and updated in line with evolving conditions to ensure the highest levels of preparedness and efficiency.
In conclusion, Al-Hajri affirmed the readiness of the Civil Aviation Authority and the continuity of operations, with continuous monitoring of developments around the clock. He stressed that the safety and security of civil aviation in Qatar remain a top priority, and that all operational decisions are made based on precise professional risk assessments and full coordination with relevant national authorities. He highlighted that the achievements during this phase reflect the country’s ability to manage exceptional circumstances efficiently and professionally, while continuously benefiting from past experiences to enhance future readiness.
