الدوحة في 14 أكتوبر /قنا/ أعلن بنك قطر للتنمية عن إطلاق المنصة الوطنية "بناء" للمقاولين والاستشاريين في قطر، بالشراكة مع وزارتي البلدية والمالية، وذلك بهدف تعزيز الكفاءة في تنفيذ مشاريع الإسكان وفي إطار التزام البنك بدعم عملائه المستفيدين من قروض الإسكان وضمان تنفيذ المشاريع وفق أعلى معايير الجودة.

وتتيح المنصة الوطنية "بناء" للمقاولين والاستشاريين فرصة الوصول إلى جمهور واسع من العملاء المهتمين، مع توفير أدوات متقدمة لعرض ملفاتهم ومشاريعهم السابقة.

وتم تصميم المنصة لوضع إطار تقييمي للمقاولين والاستشاريين المشاركين في مشاريع بناء منازل المواطنين المستفيدين من برنامج قروض الإسكان وتفعيل دور الاستشاريين، من خلال إعداد وتجهيز جداول الحصر والكميات التفصيلية والتي ستساعد على تسعير المشروع بشكل صحيح.

كما ستمكن المنصة المواطن من الوصول إلى التخطيط المالي السليم قبل التعاقد مع المقاول والبدء في مرحلة التنفيذ، بما يضمن تسهيل عملية مقارنة عروض الأسعار من خلال نظام إلكتروني للمناقصات ومطابقة الاحتياجات بين العملاء والمقاولين والاستشاريين المعتمدين، حيث ستتوفر هذه الخدمة لاحقا عبر المنصة.

وقال السيد غانم سالم اليافعي مدير أول لإدارة قروض الإسكان في بنك قطر للتنمية، في تصريح له: إن إطلاق المنصة الوطنية "بناء" يمثل خطوة حيوية في مساعي تطوير خدماتنا في قطاع الإسكان، وحلا متكاملا يضمن تحقيق أعلى معايير الكفاءة والشفافية.. يسعى البنك من خلال هذه المنصة إلى توفير بيئة تفاعلية متكاملة تمكن شركات المقاولات والمكاتب الاستشارية من عرض خدماتها ومنتجاتها لعملاء قروض الإسكان، وهو ما يتماشى مع استراتيجية عمل البنك بمواصلة تطوير البرامج والمبادرات وتقديم كل ما يفيد ويدعم التنمية الوطنية".

وتتميز المنصة الوطنية "بناء" بعدة خصائص أساسية تعزز من فعاليتها في دعم المقاولين والاستشاريين، حيث يخضع المقاولون والاستشاريون لعملية التصنيف لضمان توافر مؤهلاتهم حسب المعايير، ويتم بعد ذلك تسجيلهم واعتمادهم، لتتيح المنصة لهم فور تسجيلهم إمكانية عرض مشاريعهم السابقة، بما يعزز فرصهم في جذب عملاء جدد، كما يعتمد نظام المنصة على تقييمات وآراء العملاء السابقين، مما يمكن المستفيدين الجدد من اختيار المقاول أو الاستشاري الأنسب لمشاريعهم وفق مزايا متخصصة في آليات البحث والاختيار.

وسوف يتم اعتبارا من شهر يونيو 2025 السماح للمقاولين والاستشاريين المسجلين والمعتمدين في المنصة فقط بالمشاركة في المشاريع الجديدة لبناء منازل المواطنين المستفيدين من برنامج قروض الإسكان في بنك قطر للتنمية، علما بأن باب التسجيل على المنصة سيكون مفتوحا للمقاولين والاستشاريين في أي وقت، كما سيتم خلال الفترة المقبلة الإعلان عن فتح المنصة للمواطنين وعرض قائمة المقاولين والاستشاريين المعتمدين فيها، إلى جانب مجموعة الخدمات الجديدة التي ستتم إضافتها في المنصة.

وستركز المرحلة الأولى من إطلاق المنصة على دعوة المقاولين والاستشاريين المصنفين في الدولة للتسجيل، وسيتم الإعلان في الفترة المقبلة عن فتح المنصة للمواطنين المستفيدين من برنامج قروض الإسكان بوجود الشركات المعتمدة في المنصة.

Doha, October 14 (QNA) - Qatar Development Bank (QDB) announced the launch of the national platform "Binaa" for contractors and consultants in Qatar, in partnership with the Ministries of Municipality and Finance to enhance the efficiency in implementing housing projects and within the framework of the bank's commitment to supporting its clients who benefit from housing loans and ensuring that projects are implemented according to the highest quality standards.

The national platform "Binaa" gives contractors and consultants the opportunity to reach a wide audience of interested clients, while providing advanced tools to display their files and previous projects.

The platform was designed to establish an evaluation framework for contractors and consultants participating in projects to build homes for citizens benefiting from the housing loan program and to activate the role of consultants by preparing and equipping detailed inventory and quantity tables that will help in pricing the project correctly.

The platform will also enable citizens to access sound financial planning before contracting with a contractor and starting the implementation phase, ensuring the facilitation of the process of comparing price offers through an electronic tendering system and matching needs between clients, contractors, and approved consultants, as this service will be available later through the platform.

In a statement, senior manager of the housing loans department at QDB Ghanem Salem Al Yafei said that the launch of the national platform 'Binaa' represents a vital step in QDB's efforts to develop its services in the housing sector and an integrated solution that ensures achieving the highest standards of efficiency and transparency. Through this platform, QDB seeks to provide an integrated interactive environment that enables contracting companies and consulting offices to display their services and products to housing loan customers, which is in line with QDB's work strategy to continue developing programs and initiatives and providing everything that benefits and supports national development.

The national platform 'Binaa' is distinguished by several basic features that enhance its effectiveness in supporting contractors and consultants. Contractors and consultants undergo a classification process to ensure their qualifications are available according to the standards and are then registered and approved. The platform allows them, upon registration, to display their previous projects, which enhances their chances of attracting new clients. The platform system also relies on the evaluations and opinions of previous clients, which enables new beneficiaries to choose the most suitable contractor or consultant for their projects according to specialized features in search and selection mechanisms.

Starting from June 2025, only registered and accredited contractors and consultants on the platform will be allowed to participate in new projects to build homes for citizens benefiting from the housing loan program at QDB. Registration on the platform will be open to contractors and consultants at any time. In the coming period, an announcement will be made about the opening of the platform to citizens and a list of accredited contractors and consultants will be displayed, in addition to a group of new services that will be added to the platform.

The first phase of launching the platform will focus on inviting classified contractors and consultants in the country to register, and an announcement will be made in the coming period about opening the platform to citizens benefiting from the housing loan program with the presence of companies approved on the platform.
